a) From Trustee Kennedy, regarding energy conservation.

That a policy be developed to govern the decisions to hire those companies who will provide us with facilities that are energy efficient.

b) From Trustee Carroll, regarding request for liquor permit for Blessed Mother Teresa Catholic Secondary School 20th Anniversary Celebration – Friday, April 21, 2006. p.19

That permission be granted to obtain a liquor permit for Mother Teresa Catholic Secondary School to celebrate their 20th Anniversary on Friday, April 21, 2006.

a) The following amendment deferred from the February 15, 2006 Regular Meeting of the Board until staff report regarding TTC tickets comes back in March 2006: [(SEE ITEM 12b)]

Regulation 2c) of the Policy be replaced to read “…be provided by the school principal for elementary and secondary school pupils as a temporary service for individual hardship and TTC tickets are the most appropriate response”.

12. Reports of Officials and Special Committees for ACTION of the Board.

a) Report regarding Long Term Accommodation Plan Phase I Community Education and Information Sessions. p.20-p.21

That the additional two Phase 1 consultation meetings occur on May 4th and May 11th, at Bishop Marrocco and St. Patrick respectively.

b) Report regarding High School TTC Tickets and Passes. [(SEE ITEM 11a)] p.22-p.29

1. That the Toronto Catholic District School Board continue to discuss with the TTC options for reducing costs for TCDSB students and improving logistics with the distribution and allocation of tickets/passes.

2. That Transportation policies S.T.01 be rescinded and the following policy be adopted.

TRANSPORTATION - S.T.01

Policy

Transportation may be provided to pupils in Special Education Programs or where a substantial number of Catholic pupils have difficulty in availing themselves of a Catholic education.

Regulations:

1. Home to school transportation shall:

a)be provided for elementary level pupils who are deemed exceptional by an I.P.R.C. and require programs not offered in their home school;

b)be provided for elementary level pupils who are certified by a medical practitioner to be temporarily or permanently unable to walk to school due to ongoing medical issues and supported through Board approved documentation signed by a physician;

c)be provided for qualified pupils living within the transportation area of an Eastern Rite Catholic elementary school where the walking distance to the school is more than 1.5 km;

d)be provided where no less than 30 existing or new elementary school pupils live more than 1.5 km from the nearest Catholic school or the proposed site thereof; or where safety hazards, as defined, exist;

e)be considered by the school principal for elementary level pupils as a temporary service where individual hardship exists and home to school transportation is the most appropriate response in accordance with the guidelines for extenuating circumstances as established by the Board from time to time; and

f)where funds are available, service is provided for all (resident) pupils attending the gifted program who reside more than 1.5 km from the centre school which they attend.

g) where funds are available, service is provided for all French Immersion students (SK to grade 8) who reside more than 1.5 km from the centre school they attend.

2. TTC tickets shall:

a)be provided for elementary pupils attending St. Michael Choir School who live more than 1.5 km from the school;

b)be provided for individual pupils attending Eastern Rite Catholic Schools who do not live within a school transportation area;

c)where funds are available, be provided for elementary and secondary school pupils as a temporary service where individual hardship exists and TTC tickets are the most appropriate response;

d)be provided for elementary school pupils attending partial immersion programs (middle immersion grades 5 to 8) where the walking distance to the program is 1.5 km or more and TTC service is available and utilized;

e)where funds are available, be provided for resident and non-resident pupils attending the Gifted Program who reside 1.5 km or more from the centre school and TTC service is available and utilized;

f)be provided one way for resident and non-resident secondary school pupils enrolled in cooperative education programs provided that TTC service is available and utilized.

3.Regular home to school transportation for kindergarten programs shall:

a)be provided for all pupils who reside more than 1.5 km from the school to which transportation is normally provided; and

b)be considered by the school principal for any pupil residing less than 1.5 km from school where adequate parental supervision cannot be provided while en route to or from school or personal hardship, family circumstances or unusual hazards warrant.

4.Where funds are available, School to School transportation shall be provided for all Grade 5 and 6 pupils enrolled in the gifted program.

5.Anyone wishing to appeal a decision or recommendation made by staff can appear in person at the Board’s Administrative and Corporate Services Committee to present their case to the Board of Trustees.

c) Report regarding St. Stephen Catholic School Request for Temporary Evacuation Shelter Agreement Centres for Early Childhood Education Trustee Ward 1. p.30-p.33

That the Director of Education be authorized to enter into an agreement, with Centres for Early Childhood Education for the temporary use of St. Stephen Catholic School general purpose and special use rooms as an emergency shelter in the event of an evacuation on the following terms and conditions:

i) There is no cost to the Toronto Catholic District School Board;

ii) Centres for Early Childhood Education indemnifies and save harmless the Toronto Catholic District School Board; and

iii) That the agreement be for a five-year term with subsequent renewal approved by the Board.

d) Report regarding Tender for SSL VPN Secure Remote Access Solution. p.34-p.35

That the Tender for an SSL VPN secure remote access solution be awarded to Datamex Technologies being the low bid meeting the Board’s specifications in the amount of $164,899.00 plus $13,191.92 PST and $3,693.74 net GST for the total amount of $181,784.66

e) Report regarding Tender for Intrusion Prevention System (IPS) and Services. p.36-p.37

That the Tender for an Intrusion Prevention System (IPS) be awarded to MTS-Allstream being the low bid meeting the Board’s specifications in the amount of $295,737.00 plus $23,658.96 PST and $6,624.51 net GST for the total amount of $326,020.47

f)Report regarding 250 Manning Avenue Request for Permit Extension Decode Entertainment, Trustee Ward 9. p.38-p.40

That Decode Entertainment’s request for a six month less a day permit extension of 250 Manning Avenue, for a permit fee of $30,000 per month, be granted.

g) Report regarding James Cardinal McGuigan Port-a-pak Removal and Relocation, Trustee Ward 4. p.41-p.42

That a contract for removal and relocation of the existing portapak to facilitate the James Cardinal McGuigan Project be awarded to Jass Construction Ltd. meeting Board specifications in the amount of $254,775 plus net GST of $5,707 for a total amount of $260,482

h) Report regarding School Renewal Programs February Status Appointment for Consultants – Additions and Revisions. p.43-p.53

That the Board approve the professional consultant appointment additions and revisions as listed in Appendix A of the report.

i) Report regarding Sale of Toronto District School Board Lands. p.54-p.59

That TCDSB advise the TDSB that it has no interest in the subject property primarily due to its limited size and unsuitable location.

j) Report regarding 2006 Flooring Program – Unit Prices. p.60-p.62

That the contract for the Board’s 2005/06 Flooring Program – Unit Price Contract be awarded as described below for any services as required:

Tile Work: M&M Carpet (for West Area Schools)

R.F. Porter (for East Area Schools)

Carpet: M&M Carpet

Hardwood: RF Porter Plastering

That the Board nominate two Trustees to serve on OCSTA’S Board of Directors for a two year term, ending April 2008.
