a)          Report regarding Proposed Policy S.02 – School Events, Communication and Invitation Protocol.   p.1-p.2 

                        That a new policy, S. 02 School Events: Communications and Invitee Protocols be adopted as follows: 

                        Policy:

 

                   As a Catholic Community, we seek to share our good news and school celebrations with our local community.

                   Regulations:

                   The following procedure shall be adopted with respect to school events and celebrations of significance: 

1.         Where appropriate, the Principal/designate should notify the communications department of the Board of the date, time and details of such event. The communications department will report this in its listing of school events taking place. 

2.        In agreement with the principal, a media release will be prepared and sent out to appropriate local print, television and radio outlets, city councillors, trustees and senior board officials. 

3.       The area Superintendent and local Trustee should always be invited to special events held at the school. Where a politician has been invited into a school the Superintendent and Trustee must be invited.  The Catholic School Advisory Chair and/or Vice Chair and local Parish priests should also be notified and invited to special school events. 

4.       Depending on the nature of the event, schools may also wish to invite the Director of Education, Deputy Director(s), the Chair and Vice-Chair of the Board.  Local City Councillor, Provincial MPP and Federal MP, local community representatives and all applicable current and ex-board senior staff could also be included on the guest list. 

            b)         Report regarding Replacement of Policy S.18 Apprehension or Arrest of Pupils in Respect to Immigration Officers and Children’s Aid Societiesp.3-p.14 

                        That the current policy S. 18 Apprehension or Arrest of Pupils be rescinded. 

                        That a replacement policy S. 18 Apprehension or Arrest of Pupils be adopted as follows: 

                        POLICY:                          

                        The Toronto Catholic District School Board will cooperate with: 

1.         The  appropriate  children’s  aid  society  whenever such society seeks to apprehend a child who may be  apparently in need of protection, and                               

2.         Police or Immigration officers whenever they find it essential in the interest of justice to arrest/apprehend a pupil while at school, each in the discharge of their statutory obligation.         

                        REGULATIONS:                                       

                        1.         Arrest/Apprehension By Police Or Immigration Officers                                          

                                    The Board permits access to Police and other law enforcement officers in accordance with the Police/School Board Protocol currently in effect. In general, access to pupils should be related to issues/events directly related to the school and which would normally result in the application of the School Code of Conduct. 

                                    In the case of an Immigration officer from the Canadian Border Services Agency (CBSA), they will not have access to a pupil except: 

a)    at the request of the parent or legal guardian for the purpose of family reunification; or

b)    for the reasons of national security or serious criminality, and only then with the prior approval of a senior CBSA official in Ottawa and the Immigration  officer must have a legally valid authorized order for the apprehension of the pupil.

                               Refer to Access to Pupils, S.15, for school procedures to be followed.                                                     

                        2.         Apprehension By Children’s Aid Society     

A pupil may be apprehended in accordance with the Child and Family Services Act.  The power and duties of a children’s aid society may be  exercised  with  or  without  a  warrant. The procedures to be followed are outlined in the current TCDSB Child Abuse – Procedures for the Identification and Reporting of Suspected Child Abuse document.               

                        3.         Advising Parents/Guardians of Arrest/Apprehension                                       

When a student who is a minor has been removed from the school the principal/designate shall promptly notify the parent/guardian of the removal unless otherwise instructed by an officer or child protection worker, but in any event, by the end of the school day. 

Where the principal/designate is not able to make contact with the parent/guardian, the principal/designate will document all attempts to make contact. 

            c)       Report regarding Draft Resolutions for OCSTA Annual General Meeting, April 26-28, 2007.   p.15-p.37 

                        1.         That the Board review the draft resolutions attached as Appendix A and approve them for submission to OCSTA  for review by its members at the OCSTA Annual General Meeting. 

                        2.         That the Board advise the Director of Education of any additional issues of concern to the Board about which additional resolutions should be drafted and submitted to OCSTA.

a)         Report regarding Response to Delegation of the Toronto Coalition for Equity in Education p.38-p.46
