Principal and interest earned on a donation of $250,000.00, as well as on any further contributions to the Susan Shields Memorial Fund, are to be used to enhance programs for Toronto Catholic District School Board students with special needs. The funds are to be granted annually, until the memorial fund is depleted, to St. Brendan, St. Elizabeth Seton, St. Gabriel Lalemant and St. Thomas More Catholic Schools.

Regulations:

1.      Each year, $40,000 plus interest, shall be used to fund program enhancements for special needs students at St. Brendan, St. Elizabeth Seton, St. Gabriel Lalemant and St. Thomas More Catholic Schools.

2.      The funds shall be allocated as follows: $16,000 plus interest to St. Brendan Catholic School and $8,000 plus interest to each of St. Elizabeth Seton Catholic School, St. Gabriel Lalemant Catholic School and St. Thomas More Catholic School.

3.      Exceptionally, the total annual amount may vary based on the requirements of the project and as approved by the Review Committee. Should additional funds be required for specialized projects, funds shall be disbursed as follows: 40% to St. Brendan Catholic School and 20% each for St. Elizabeth Seton, St. Gabriel Lalemant and St. Thomas More Catholic Schools.

4.      The memorial funds are not intended to be used to fund programs which are eligible to receive other sources of funding such as school board grants, government initiatives, etc.

5.      Projects can include, but are not limited to: resources to build on current program model, school-based programs, and access to community programs.

6.      At each academic year, the school principal and joint team members (JTM) or special education staff will be asked to submit proposals for that year’s project. Multi-year projects will be encouraged.

7.      The approval of the project will be made by a Review Committee comprising the Superintendent of Special Services, the Field Superintendent and one or two Special Services Program Coordinators/Chiefs. The Shields family, unless and until they otherwise request, shall be invited to participate in the Review Committee. The accepted project will be submitted to the Director of Education for final approval.

8.      The Shields family will be notified in writing of the projects funded by this memorial fund.

9.      A plaque shall be placed in each of the four schools in recognition of the Susan Shields Memorial Fund.

10.  If for any reason, the endowment is proposed to be discontinued, the Board will notify and consult the Shields family before any action is taken to discontinue the endowment, unless the discontinuation is at the request of the Shields family. Any remaining principal amount and interest accrued will be given, in Susan Shields’ memory, to the TCDSB Special Services Department to be used to continue to support programs and resources for students with special needs.
