This school board policy register contains
policies and regulations which have been approved by the Board to guide administration in
carrying out its responsibilities. Generally, the role of the Board of Trustees is to set
policy and the role of administration is to execute it.
A policy is a statement adopted by the
Board of Trustees to chart a course of action. Regulations, also adopted by the Board, are
detailed rules to be observed when the corresponding policy is put into practice by
administration. The Direct of Education, as Chief Administrator, will adopt procedures and
guidelines to implement the policies and regulations as well as for other business of the
Board.
The maintenance of a policy register is a
dynamic ongoing process. As issues arise, new policies will be required as well as the
revision of existing policies.
Organization of the Policy Register
The system developed provides key names for
each section. Some major sections are divided into subsections. There are 12 major
classifications: Administration, Buildings/Plants/Grounds, Finance, Human Resources,
Insurance, Meta Policy, Parents, Real Property, Schools, Students, Trustees and Violence
Prevention.
The first letter of the section name
appears in the number, for example, policies relating to Administration begin with
"A". Where there are subsections, the first letter refers to the section and the
second letter indicates the name of the subsection. For example, a policy on
Transportation is labelled S.T.o1: "S" for Students, "T" for
Transportation, and "01" for policy number within the section.
In Search of a Policy
There are two ways to locate a policy in
the Policy Register.
1. Search alphabetically for the name of
the policy.
2. Search the index by section.
Summation
Board policies with their regulations must
be interpreted in the light of Ministry of Education (EDU) statutes and regulations.
Wherever inconsistencies appear in interpretation, the EDU statutes and regulations
prevail. Where a conflict appears between a policy and regulation with a negotiated
agreement, it must be interpreted in line with the contract for the members of that
particular bargaining unit.
It is expected that this Policy Register
will generate a greater understanding of the principles of the Toronto Catholic District
School Board, will bring forth greater harmony and efficiency among the administrators,
and facilitate communication for those responsible for the supervision and administration
of the schools. This will enable the Board to devote more time to its primary duty of
developing policies on a long-term basis.
