The Materials Management Department is responsible for the general oversight of the organization and administration of the procurement function within the Toronto Catholic District School Board.
Consistent with the Board’s Purchasing Policy and Public Sector best practices, Materials Management Department will:
Source goods and services through a competitive bidding process that is open, fair and transparent to ensure equal treatment without preference.
Purchase goods and services at the lowest possible cost giving due consideration to service, quality and suitability in addition to price.
Maximize the financial resources and aggregate buying power of the Board.
Initiate and maintain effective contractual relationships with suppliers.
Ensure procurement compliance with the Bidder Public Sector Procurement Directive, provincial trade agreements and any other the legislative requirements.
To dispose of surplus, obsolete/non functional equipment as required.
The Toronto Catholic District School Board currently posts competitive bid opportunities such as Request for Proposals, Quotations and Tenders on Biddingo.com. This service provides a wide range of bidding opportunities over an electronic tendering website for goods and services.
Effective November 15, 2013, the Board implemented a vendor registration process to all other vendors who currently conduct business with the Board. The Board will not maintain an in house bidder or contact list but will use Biddingo.com’s electronic vendor list as the main source for contact information and for the posting of competitive procurements.
Registered vendors on Biddingo.com will receive an alert of any bid opportunity related to their respective commodities. In order to ensure that your firm remains listed as a Board’s vendor, please go online and register with Biddingo.com at www.biddingo.com/tcdsb
It will be the responsibility of the vendor to monitor and review the Biddingo site in order to be aware of business opportunities presented by the Toronto Catholic District School Board.
Also effective November 15, 2013 the Board will implement a new contractor prequalification process for Renewal and Facilities Maintenance/Operations requirements exclusively through Biddingo. All contractors currently prequalified by the Board will be entered into a Board dedicated database on Biddingo.com. Contractors who are not registered on Biddingo.com will receive a request to register.
All future prequalification will be conducted exclusively through Biddingo.com for bid opportunities at Toronto Catholic District School Board. New school or major addition construction will continue to be prequalified on a project specific basis.
