Toronto Catholic District School Board

Admission of Students Without Status

The Toronto Catholic District School Board welcomes students who comply with the Board’s admissions policy regardless of their parents’ immigration status.

The Toronto Catholic District School Board does not deny admission to students whose parents are without status or who are awaiting news of their application to become Canadian citizens.

The Board’s protocols and procedures reflect federal and provincial legislation with respect to the admission of students.

This is consistent with the requirements in Section 49.1 of the Education Act.

A person who is otherwise entitled to be admitted to a school and who is less than eighteen years of age shall not be refused admission because the person or the person’s parent or guardian is unlawfully in Canada.

Each year, the Board reviews admissions policies and procedures with school administrators and with school secretaries.

At the start of the current academic year, there was a targeted in-service specifically on the subject of non-status students with our school administrators and support staff.

The Board’s website provides detailed information with respect to the admission of students.

Principals are also being asked to ensure that their secretaries leave instructions with supply-secretaries that if they require clarification related to the admission or registration of students, they should consult with school administration.

The Board will continually review and reinforce admission procedures and practices with school staff to ensure that the policy is uniformly applied. If any issues with admission or registration are brought to the Board’s attention, the Board will step in to resolve the issue.

General information about admission and registration can be found here.
